I can see a reason for not changing to a 13 pin socket - unless the only thing you use your towbar for is to tow your own caravan, then virtually everything else you go to hook up to will have a 7 pin plug as i have found out. I agree that the adapter is far from an ideal solution but sometimes its a necessary evil.
