If you follow legislation, as I had to do professionally, it is a case that more often than not health and safety legislation is born out of accidents. Remember Summerland, which was just about the birth place of modern H&S followng a night club disco fire where there was insufficent means of escape, fire hazards, inflammable materials used in the disco, too many in the bguilding etc and many died ort were scarred?
Anyway, after accidents etc, stock is taken, review, consider what went wrong etc and what can be done to ensure it does not arise again... and we have legilstaion.
Having seen the consequences of ignoring H&S many times, seen the prosecutions etc, well, IMO "Health and Safety Gone Mad"; "I've been doing this for years and never had an accident" etc are merely excuses for non compliance.
We don't go through a red light becasue its the law and we know that its dangerous.. Why should health and safety law be any different? Its the law not an option and its not difficult.
