The guy is not supposed to give them out , nor is he supposed to sell them .
he turns a blind eye , cops a fiver for his cooperation and everyones happy.
If tricky hadn't been so mean, he wouldnt have had to mention money in the first place.
in effect it has been stolen from the tip , because once deposited in the tip , they are not supposed to be taken out by anyone, they are supposed to be returned to calor, who will then charge us £30 for the privelige of using their bottle.

Its like Arc systems said its what makes the world go round. He cant sell them ,but a fiver would'nt have killed you ! Its the perks of the job , and I certainly dont think you should have theatened his job with talk of reporting him , especially as it saved you 30 quid or so . Now evey time you change your gas bottle you'll think of that incident , and regret not giving him a drink!
