He's not authorised to give permission to take the bottle, that's why.

He had no authority to give you permission to take it though. It's like the Saturday lad at Tesco telling you to help yourself to a bottle of whisky.

   Its like Arc systems said its what makes the world go round. He cant sell them ,but a fiver would'nt have killed you ! Its the perks of the job , and I certainly dont think you should have theatened his job with talk of reporting him , especially as it saved you 30 quid or so .  Now evey time you change your gas bottle you'll think of that incident , and regret not giving him a drink!
