Do you really go in and buy 1 litre of fuel? Yes, it is rounded to the nearest penny, but if you buy 10 litres at 139.9p per litre, you pay £13.99 not £14, unless you go over the 10 litres.

It's not just Tesco, Shell petrol stations differ in price even in the same area. The one nearest to me is currently charging £1.37.9 for diesel - the one a mile away in the other direction is £1.38.9 and the one the far side of town is £1.40.9! So how do they work that out then? Same fuel, same town, why the difference? BP is worse though, round here it's £1.45.9 - needless to say I don't go there!
Shell forecourts are a franchise, so each is an independent business which is effectively leasing the site/brand name from the parent company. As such, they are free to set their own prices, although presumably within a certain margin so as not to devalue the brandname.

Etc etc.
Not that I’m overly fussed about the rounding up, but the original point is perfectly relevant.
