I do worry that many sites do not have a very clear policy on ball games, or for that matter other things. The CC and C&CC are clearer than most, but even then the enforcement is variable. A clear policy about ball games means it would be easy to avoid those sites that either allow or do not allow ball games one way or another. Calling a site 'adult only' is, at least in theory, skirting the issue - adults can still play football or not! It is all about making the right choice based upon the information.
I accept there are those who wish to play ball. I accept there are those who do not wish to pitch where ball games are allowed. As a consumer, ought we to be made clearly aware of the policies of individual sites - and not just about ball games? Unfortunately not all sites have a clear list. We all look at site location, facilities, landscaping, cleanliness etc when booking a site. I am as guilty, as many are, of not checking what sites will or will not find acceptable (when you can get a clear answer), or of going to sites where no clear policy exists - and after that, feeling uncomfortable if it is not to our/my liking. Sadly, the policy of 'common sense' is inappropriate for some, and the 'make it up as you go along' attitude of camp site warden/owners is not often helpful.
Perhaps we need a campaign of 'clarity and transparency' among sites, so that we clearly know what we're getting before we get there. The responsibility is also on us as consumers to ask the right questions and to respond by booking or not booking if the site policy does not fit our requirements.
But then there is the other side of the arguement. The problem with all this is that camping is partly about freedom. Lots of rules and regulations can take the shine off things somewhat. Too many rules and regulations will put people off but then too few rules and regulations will also put people off. Running a campsite is a business, so some owners judge that the best line of action is to be non specific, to maximize chances of a full park.
Basically, I feel all these things are part of the problem. Of course, I don't have the answer.

Hi Crazyplace, totaly agree with you about the behavior of unruly kids,and the lack of parental suppervision in respecting others around them, I would have been a Victor Meldrew, and then send some kids over to their van and car, with a cricket ball and bat, let them play there,Give them a taste of what their kids are doing, Bet they would be out within 5min moving them on, think you were to soft on them, think i would do as has been suggested, inform the parants if van is damaged by their kids,you will be expecting full compensation from them,for any damage done by their kids,and will be reported to police as criminal damage(just for good measure). At one site i was on had kids throw stones(local kids) reported it to warden,and police,and mentioned the matter to the tourist information, they were aware of this behaviour, they also had a word with the police about it, it turned out that they were aware of the kids that were doing it.So know exactly how you feel,any damage accidental or deliberate can be very costly to repairnot to mention the annoyance factor, If you find yourself in that position again nip it in the bud.
