I agree with you. Camping in the 70's often meant taking own loo roll and soap. These days we at least have hand gel and Andrex do a spray suitable for hands and loo seat, door handles etc. However I think loo roll and handwash should be provided if this site is not a simple basics site.
As for people using loo and not washing hands, I'm a hospital volunteer and part of my remit is to notify if loos need extra clean, loo paper or hand wash, also to remind anyone who is about to exit without washing hands. Been sworn at or told to mind my own business - and blank refusal. Some hope then at a camp site if people ignore notices or verbal reminders in hospital.

Like you we tend to take some loo roll with us on way to the loos just in case, we also use the hand gel stuff (or wipes) but that's not the point really imo !
As regards people nicking stuff well yes some do but they are far & away in the minority & as said in several previous posts there are plenty ways site owners can get around that problem - it's not rocket science - just penny pinching !
It's not good enough I'm afraid, if people have such an aversion to providing suitable neccessities they shouldn't go into the business in the 1st place.

Back in the 60's i can remember one of the big brewery chains going mad on installing all kinds of vending machines into its pub toilets, in addition to the usual ones you find today, you could buy a Toilet pack for 6d, complete with a leaf of Pears soap which was impregnated onto thick paper, a large paper towel to dry your hands, and a few sheets of folded Izal type loo roll.
Then if you left a pong, for an extra 6d out of another machine, you could buy a squirt of several top brands of perfume to freshen you and your surroundings up!
As goes for bar soap, its amazing how many bacteria live and breed on the bar itself between washes, hence its never used on hospital wards or doctors surgeries unless the patients bring their own.
