Some prior neighbours of my parents used to have a cravan outside their house. The street ran along the side of a building which was part of their local police station. After a few months, the caravan moved and was replaced with a boat on a trailer. This moved and the caravan returned.
The response from the police in all cases was "it is not a vehicle as it doesnt have an engine, its not causing an obstruction, the street is well lit and therefore it does not have to display warning lights". Sorry, there is nothing that we can do, no laws have been broken (and this is in England so its nothing to do with Scottish law being different).
Whilst a lack of such a law might tempt "travellers" to leave their caravans on yellow lines, they would still need somewhere for there 4x4s, transit vans, quad bikes etc so it would actually be easier for them to park up on a verge, or as was recently the case in our town, a quiet side road with no parking restriction.

Unless the law is different in Scotland the Highways Authority can remove it if they post a notice on it. They need to wait 28 days before moving it if the owner doesn't.
Portsmouth City have been using this legislation for some time to remove boat trailers and caravans.
Highways Act 1980 (Section 148 & 149 [1 and 2])
Section 148 – Penalty for depositing on the highway
This act relates to any "thing" which is left on the highway which blocks the view of other road users. This can include vehicles, signposts, flyposting and fly-tipping.
This is an offence and liable to a fine not exceeding £50.
Section 149 - Removal of things deposited on the highway
This section allows the highway authority to remove any "thing" which is deposited on the highway which is a nuisance to other users. The highway authority may first ask the person who deposited it there to remove it first via a notice. If this fails the authority can make a complaint to a magistrates’ court for a removal and disposal order.
If the highway authority sees the ‘thing’ as a danger which includes a danger caused by obstructing the view, or that the item should be removed immediately, then they have the authority to do so.
The authority can also claim any expenses from the owner of the item or the person who dumped it.
