There is a towing test a for those who only got they licence in the last few years. Or you could take you LGV test which would learn to to tow safely and every year you have to do extra training so it would keep people up to date. What is really needed is some kind of test for everyone who tows.

i'm one of the lucky ones where i dont need to do a towing test as past mine in 2004 but have towed my dads van a few times and am seriously considering just doing the practice and test just so i know what the experts know. i think doing it is no harm

Joe, It is indeed the law to use towing mirrors, and absolutely stupid not to do so anyway. How anyone can feel safe on the road without knowing what is coming up from behind I will never know. We also need to check mirrors when passing cyclists etc, so how can anyone do that if they don't have towing mirrors?
Those of us who passed our test before the law changed can tow on our existing licence, but those who passed more recently can only tow under certain conditions. The limit on a car licence currently is 3.5 tonnes, including a trailer, whereas previously it had been 7.5 tonnes.
