Out of balance wheels become noticable when the vibration harmonises with a particular cars steering mechanism. IE, been a very long while since I drove a car without balancing, but it was 38mph on a Ford Anglia and gone again at 42mph, 60mph I agree is still a balancing issue but for slighlty different reasons.
I'd also agree top line tyres need little or no weights, but caravans are not fitted with them and the rubbish fitted can be as much as 200 grams and more out!!
I'd also given these crazy amounts, question how in balnce or not the wheels are??
As an aside and late night tele, saw a machine at the side of a car production line fitting pumping up and balancing wheels/tyres.... all untouched by human hand!!
