As you say a charge controller should be used, but with a small panel and inefficient controller it may cut the charge down to almost nothing.
I probably have a bit more kit to keep an eye on the charge / current / voltages than others though.

To put this into perspective. In bright sunlight, this will put out 200 milliamps. That would take an hour to charge a rechargeable AAA battery, or over 5 hours to recharge the average smart phone.
