We have a Passat estate 2014 with Thule aero bars. We can fit 4 Thule proride bike racks on. We fit two kids bikes (16" for 5yr old and 20" for 8 yr old) plus two adult bikes on, no problem. Weight of bikes and racks is within the allowed roof limit of the car.
I'm a 5'3" woman so need the caravan steps to reach the bikes onto the middle bike racks though!!
As OP has mentioned we have then alternating which way they are facing. I would agree also with the OP that the Passat estate is a bit soft on the towbar. We had shock assistors fitted (£60) to stop the rear end going down so much when fully laden and hooked up. Hope this helps.

We slacken the handlebar Allen Key Bolt and turn the bars to permit easy access through door, then fix to bed slats with bungees with bikes upright between seats. Not ideal if you stop for a coffee and a seat but we pick a rest area with a bench if it's dry. If not, we sit on the caravan step behind the bikes. Lunar wont tell me where wooden supports are located in back panel otherwise I'd fit a rear mounted carrier.
For our two 700mm hybrids I used a couple of these front fork clamps mounted on a piece of plywood about a foot wide that fits quite neatly between bed lockers. To it's underside, I Copdex some carpet off cuts. I slighly turned and staggered the positions so the bars "nested", and I took off the crank side pedals [RH threaded].
