Safe? Well the powers to be don't consider any switched electrical device in a gas locker "safe", and at the budget point of those they sure are not intrinsically safe by design. Then the electrics are likely to be on when changing cylinders, the time a gas leak could more likely occur.
"Enough", well that brings gambling into it, do we really need the facility enough to take our chances doing what is nowadays clearly regarded as wrong. I suspect should anyone get injured your insurers will not back your gamble. I agree the chances of hurt are low but the consequences can be life changing, not only for the victim.
Me, I had a switched light in my 1991 van, factory built in, but since changing in 2002 I carry head torches, both in the car glove box and inside the van; these have other uses than a gas cylinder change.
One of those things where there is a right way and a wrong way, seems silly IMO to choose the latter.
