Yes I think that's right, they must provide fresh water and (I think) a toilet disposal facility, anything else is optional.
I don’t think I’ll be out at all this year if we can’t use the toilet blocks. I’m not going through the hassle of a family of 4 staying in the van for toilet and washingZ
If nothing else number 2s are banned from the caravan.

Looks like camp sites have won their argument, in that they can open their toilets and washing up facilities; however, not the showers.
That's my latest understanding based on the pre-arrival e-mail I received yesterday from the camp site where I shall be staying, as well as information posted by C&CC and CAMC when I checked shortly afterwards.

We aren't planning to go anywhere before June anyway, as we rarely do in normal times. We certainly won't be going to any sites that don't have their facilities open, as we said last year, if it's not safe enough to open them it's not safe enough for us to visit.
We only use our own overnight, but this is mainly to save all the heavy lugging around as we are not as young as we were and both have back problems. We don't spend all that much time on the site anyway as we are always off exploring. When we are on site during the day though we always use the site facilities.

Bit of a grey area
If a site as a cafe, and is selling food, even outside, then it must provide washing facilities and toilets etc.
So those that are will have toilets, those that do not will not.
Bit daft really.
Go to a town center use public toilets.
Go to a pub use toilets.
Go shopping use toilets.
As you can see, contrary to what was originally said, it is now legal to open the toilets, washbasins, washing up etc but not the showers, and even these can be opened with 'management'.
I can see some campsite owners being very fed up that they have been turning down business when they could have taken bookings and some campers being equally annoyed.

Although toilet facilities may open we still prefer the comfort of your bathroom facilities in our caravan like we have for the past several or more years so we will not be using common facilities.
I am glad to have managed to squeeze in a wet room with a toilet and a shower in my van.
