There was a contract formed when you paid the site owner money to store your caravan safely. As the storage area was vulnerable you may be able to claim off the storage owner, but get legal advice first.

Hi No IT's not we have Been At This Park for 20 Years .Only In the Pass Five Years We Been Storing Our Van At The Site , But It's unfortunate That This site Don't Place Wheel Lock Because . Part Of It's License for storage .It Not a Excuse it's the policy of the site ,but at my cost

Are you saying the site moved and stored your van, and didnt fit a wheel lock it was supposed to?
It appears to read(inbetween all the caps)that as part of the storeage sites license they cannot have vans stored with wheel locks on them. Could be wrong.

On re-reading, i think you are interpreting correctly.
So, if thats the case; and the insurers require the use of locks, why would anyone use the yard if its in contravention of the insurance.
