Not directly. It could be interpretted as causing an obstruction or driving with out due consideration for other road users, but sticking to the middle lane in itself is not an offence. It is in the outside lane, however IIRC.
It's an interesting thought regarding undertaking. You are allowed to pass in the left hand lane if the traffic is queuing. If there is a queue behind a middle lane hogger, then wouldn't that justify passing on the left as the traffic is queuing even if the left hand lane is empty?
