Any of that is a waste of time, including CAB, google is quicker for the same info. If anybody wants to buy & sell caravans they can do it, before any action is taken they will have to have an awful lot of complaints against them & then it won't stop them. If people buy from them they will sell to them, these sort of people have no shame or conscience.
Buying an old caravan is simply buyer beware, ignore anything seller tells you & believe only what you see. What you need to look at requires some knowledge which can be gained from forums like ukcs.
