Even many small, private campsites in France retained the carnet for the duration of our stay. And small sites find it difficult to recoup any losses due to vandalism, etc. Also, they cannot afford word getting around that their sites are not free from theft of equipment. That is a sure way to lose business.
A workable system would not be difficult to introduce. We now use security measures in our day-to-day lives, which would have been thought cumbersome and not feasible a few years back.
We have to introduce ever increasing security measures, just so that we can continue with our normal pursuits. In deciding if tghter security against theft is necessary or not, we should remember that there are many people in our ranks who simply cannot afford to be robbed of their equipment, and such an occurrence could easily set back their ability to carry on camping for the remaider of a season, and perhaps for the next whole season, or worse.
Instead of taking the view that, if the worst happens, we can afford to re-equip, we should think instead of those who cannot.

I agree with you,but when the likes of the caravan club dropped such a thing of not taking a deposit for bookings and not penalising people for a no-show,what chance have you got of introducing this sort of system measure.
