Most sites - either parks or storage sites - say that caravans are left at owner's risk and that they should be covered by the caravan owner's insurance.
At least that way you know what is covered and you can make sure you have the most appropriate cover for your unit. You wouldn't expect not to have to insure your car if you were leaving it in a carpark and your caravan is exactly the same.
I would expect that you could claim against the site owner's insurance if something that was their fault caused damage to your caravan, but a claim regarding falling branches from a tree you'd been warned to move away from probably wouldn't be entertained.
