The OP said the road was adopted--ie public highway- when houses are built-say in a courtyard or what looks like a road(which isnt public highway)--that sign or similar is often displayed to avoid any confusion--what part of that isnt true? --afaik its in the landowners interest to display such a sign as if the land has public access it will eventually become a right of way--unless the law has changed--If you know different maybe you could explain-it may help if you use more than 2 words--
