Well the answer to 1 is this is the problem, the lights need to work and go solid instead of flashing. 12v goes from battery/distribution board to the switch and then directly down to the Fanmaster, this means the switch should work regardless of being connected to the Fanmaster or not.
First then you need to find out if 12v is getting to the control switch and if not why?
The rest for the moment is unimportant but as you asked!
2 & 3 are related, although it's highly unlikely you need to replace yours, switch spurs are all rated at a maximum of 13A, you then select the lower value fuse to suit the application, in this case 10A and while were at it 3A or 5A for the water heaters spur. I've bought 10A fuses from B&Q! they are standard household fuses though, are you looking in the right place? In Nottingham there in racks of drawers with other small bit's and bobs so not on clear display.
4 is yes and yes resets were fitted as standard after late 95
