Usually the position of the pegging points dictates. If they are outside then peg outside and tuck the skirt underneath - putting the groundsheet on top of the skirt helps keep it in place.
If they are inside then peg outwards and then use the little pegs above to hold the skirt down.
Some posh awnings can be done whichever way you choose as they have pegging points either side of the draught skirt.
