I think that 7% of the vans weight is the target noseweight.

It is ok to tow with a noseweight below this in a well balanced van as is the case with my car where my 75kg noseweight is below the 7% weight of the van but the car is still well within the 85% guide, from C&CC FAQ:

"The Towing Code says a caravan's noseweight should be seven percent of the laden weight of the caravan, but this may be restricted by the car or caravan limits."

In the case of the OP if the 75kg limit of their previous car was below 7% of their vans weight the advice would be to increase the noseweight to 7% as long as within the new cars 100kg limit.
