If there are wires hanging loose be careful before connecting a battery.
They are probably for a 12v light, not difficult to fit one. If you are not sure, tape up the ends of the wires separately with insulation tape so no bare conductors are showing, and they cannot touch each other!
12v may not sound much but it can easily start a fire.
Make sure everything is switched off before connecting the battery, or the mains lead. If the van has mains electrics!
If it has there should be a socket on the outside, it may be in the battery box. The leads have blue outdoor connectors.There should be a fusebox , possibly with a circuit breaker underneath one of the beds. The circuit breaker if fitted can be tested.
I would strongly advise you to get someone who is competent with electrics to check it, if you are not sure.It can kill you.

To Milton the system is easy. You need a water container which you fill and add the milton tablets. The pump is put in this and connected to the water inlet.
With a battery fitted, switch on master and pump switches. Opening taps should bring on the pump and pull water through after the air has cleared, it may take a while and splutter a bit!
Do this for all the taps then close them , leave for a while for the stuff to work.then flush through with lots of clean water.
Its a good idea to put some bleach down the drains too if they smell, if not the milton will help.
You need a length of waste pipe to connect the waste outlets to the waste master. It is grey plastic tube about 1" diameter. Caravan dealers sell it. Some vans have more than one outlet (mine has 2 side by side).
