The simple answer, is to come in line with most other European countries & register caravans with the DVLA so they come with a V5, their own number plate & require an MOT(every 2 yrs in most countries)
Many new caravans cost more than new cars & yet in this country we rely on a private profit making organization to register them, with no compulstion for new owners to inform Cris.
To go after owners of older caravans at random in the hope it might turn up a few stolen ones yrs after the insurance has paid out for them seems to be missing the point.
The scum who nick large caravans only a few months old are still getting away scot free & yet it would be so easy to catch them or at least recover the caravans if only the police had the will to go after the real crimminals.
