Agree with above - there should be a channel running either side of your wheel to slide the awning skirt into, this usually leaves a gap over half of the wheel, there are several ways to overcome this.
Sometimes awning skirts come with a figure of eight shaped 12" ish piece of hard plastic like two pieces of awning rail stuck together. Slot one along the top of the awning skirt (before you slide into the main skirt rail) where the wheel is then decide how it should be attached above the wheel.
The attachment above the wheel can be velcrose (but has a limited life and can get dirty)
Press studs (male on van / female on wheel awning skirt) - but you may not wish to drill and screw into your van.If you use this method dont guess the location of the press studs , put your awning skirt on first then mark up for the studs.
The suction cups with hooks seems to be popular as above then hook into holes on the wheel awning skirt
Ours has a piece of awning skirt rail above the wheel so we slide ours in that and i preglued the bottom of the wheel skirt onto the full length awning skirt to give a draught proof fit.
