how keen are cl and cs operaters to give you discount when you do not want to take up the option of electric hook up. i dont use a television or computer or anything that eats electric, so i am not wanting to pay the extra.
i do relise that these owners put in the electric facility and they are wanting a return, but i also do not want to pay for power if i do not need it.
do i have a choice or do i just have to cough up?.
I think it is available for you to use for the price of the pitch, you just choose not to use it. Sites aren't allowed to sell electricity on at a profit, providing the facility is an overhead the site owner has to pay so its only fair its passed on to the customer.

I also noticed that quite a few CLs are now starting to meter the electricity, so if you don't use any, it will not cost you anything.
I presume you are running on 12v and gas? Have you worked out how much your gas for fridge, heater and water heater is costing, is it actually less than paying for EHU? I can see that in summer it might be, but when it is cold a gas heater can soon get through a bottle.
i have not done any assesment on what the fridge and water heater costs as every weekend is quite different weather and is hard to quantify. i am not against electric hook ups and do use them,but i also want choice and if that is taken away, you are paying £9 instead of £6 in most cases on summer nights.now what jennifernn says is a good idea of meters to assess the cost and maybe a standing charge to cover the cost of the facility.
At every site I've been to, there has always been the option of EHU or no EHU... Usually an extra charge in the way of £2-4 per night for all you want to use. I've not used any CC Club sites yet though...
Our caravan, see gallery, is built to run on 12v, but we do have an inlet for 240 mains if we want it. The gas only powers the 2 burner hob and the fridge is 12v only. There is a large solar panel on the roof and between that and what power it gets from the car, we have never needed a mains top up although we do sometimes want one if we are staying a while on one site and want to use the telly.
I like having the choice about whether to use EHU or not. Certainly mains gives us better lighting in the awning (there is no mains lighting in the van).
Like everything else, whether in camping or something else, you pay for the comfort level that you want.
I often get away for a solo break during the Low Season and use the club sites, I opt for the minimum priced pitches and with my OAP concession I pay peanuts for a good break away. If that makes me "a tight b***er" as someone earlier suggest to someone else, at least I am getting 3 nights for the price of one.
I think most CL owners would not take kindly to being asked for a discount after all they have already invested in the installation to attract clients.
They can only have 5 caravans/motorhomes at the most. To have one of those occupied by somebody making no contribution to cover that installation cost makes no sense after all the cost is the facility, its annual certification and maintenance; the actual electricity is but a fraction of that cost.
If your looking to recover the £3 in your example your being unrealistic; if you only wanted to recover £1 the owner might be less offended.
There are of course many CL etc that cater for those not wanting electricity.
