youve found the problem thats the hardest part.if its simply soldering then yes a complete novice can do this
but do you know why the fuse has blown in the first place?
quiet often a power surge would be enough to blow it
becarful when inside not to touch anything else as certian parts remain live
when soldering as soon as the solder changes color ( becomes shinny) its hot enough to work
the only thing i carnt work out is why the fuse is solderd in rarther than held in a fuse holder.
lastly never replace it with a larger size. Using an oversized fuse may cause additional damage. If the same size blows again there is some sort of fault, typically something like a shorted diode, electrolytic capacitor, or switching transistor.

ahh..
i'm reading this on exactly the same telly, i use it as a monitor as well as my caravan telly.
did you actually blow the fuse by connecting the croc clips the wrong way round, or is it a common fault. if so i'll take some precautions before my next trip.
what value and size is the fuse.
