I'm sorry but i agree with Surfer01.

The only people who stay there are rock climbers who are notoriously tight fisted.

There are sheltered campsites off the road and low priced.

The weather forecast warned of high winds.

I notice they were 3 men i doubt that women would have been in that situation.

The article said they were at Nant Peris which is well down the pass and not near the top.  The laybys at the top of the pass have all been blocked off to stop walkers parking in them - they then either have to pay £5 to park at pen-y-pass, catch the bus or walk.  They may have thought that the steep sides of the pass may have given them some shelter.
