Sounds like a fault in the element most likely.
1 Is it the main switch in the van tripping, the one with an RCD?
2 There should be a spur unit feeding the heater, a switch with a small fuse. If you switch it off does the mains stays in?
3 If you switch it on does the mains trip.
If 2 and 3 are yes it points to the heater being faulty.
If 2 is no it points to a wiring fault.
Not totally conclusive if the fault in the wiring is neutral to earth.
