I'd never noticed but I guess it is. The handle winds a threaded rod into a nut attached to the jockey wheel. So if the jockey wheel were to turn with the handle held still, it would wind up or down.

You obviously need the jockey wound down a touch to 'un-lock' it and this will cause the handle to follow the movement of the wheel.
