Is it normal for the jockey wheel handle to move in the same direction as the jockey wheel when it is being controlled by a caravan mover?

I'd never noticed but I guess it is. The handle winds a threaded rod into a nut attached to the jockey wheel. So if the jockey wheel were to turn with the handle held still, it would wind up or down.

Navvers absolutely correct.
You obviously need the jockey wound down a touch to 'un-lock' it and this will cause the handle to follow the movement of the wheel.

    Yes this is quite normal,just make sure the jockey wheel is not in the lock position.
