On a van of this age they probably will as you are pushing against the draw bar as when braking your car. There should be a little override lever on the drawbar somewhere.
Newer vans are automatic.

is that the sort of thing a service will cover? we've got a guy coming out to give ours the once over next weekend, and brakes sticking in reverse; especially on a incline; is a problem that we have.
A chassis service will include removing brake drums, adjusting brakes & replacing defective/worn out parts as neccessary, so yes a service will cover that. I guess this is what the op's 'van requires, autoreverse couplings have been around since the 70s.
im not sure if the service will cover the repair, but if someones looking and its only a adjustment thats needed it might not cost you. they should be able to tell you whats wrong though.
