Regarding equipment, muchh depends on your budget. If all you want is to access forums and email and not bothered about super fast computer and graphics then any cheap laptop or netbook would do the job for you.

With respect to access if the site offers wi-fi all you need is a wireless enabled computer, which most are now. Some offer free access to wi-fi but most charge. Might also be worth looking at mobile broadband on a stick. If you do a search on here you should find quite a few discussions on the topic.

Access via a dongle is cheaper than using a site wifi ...provided you can get a signal. So it may be worthwhile having the facility to use both just in case there is no signal.

I have one of these http://www.idealworld.tv/  Ubisurfer,it has unlimited internet for 12months and thereafter you can pay £29.99 a year for unlimited access again.  If all you are wanting to do is surf the net and and visit various forums and this would be excellent. 

I have had mine now for about 4 weeks and absolutely love it, I always get a signal and have not had a problem with anything, although the loading time is slightly longer than my home pc.
