The EGR valve does not cool the temperature of the gasses but the temperature of the burn in the cylinder, this in turn decreases the output power and in turn NOx emmisions
Look - if you're worried about what effect a blocked or blanked off EGR will have on a TD engine then read the article below. If you cool the temp of the burn in the cylinder then you are cooling the gases driving the turbo.

Now engine control systems, boost pressures etc vary - so go with what advice is given for specific engines. But the original comment that in general you can ditch the EGR on a petrol but need to be wary doing so in TD seems fair enough.
