If we are on a site with electrics we leave the water heater on, if we do not have elctric hook up and are using the gas we turn it on half an hour before we need it and turn it off afterwards.

For a licence dated 1997 or later you must add together the plated max weight of the caravan and trailer, if the total is 3500 or less you can tow it. You may even tow a caravan with a MAM greater than the cars unladen mass the restriction was removed in 2013

They are fully automatic and designed to be left on giving a near constant supply of hot water, switching it on and off yourself and depending on usage of the water, can actually cost more than leaving it to it's own devices?

They are well insulated and really shouldn't take much energy to keep warm. It's unlikely that turning it off and on would use any more electricity but it does mean you don't have access to hot water 24 hours a day and the energy saved by leaving it on is negligable. You could save as more energy by disconnecting the EHU if you don't need your lights on.
