We park our caravan on a shared car park where we live. Our housing Association has now said they want to do a Health and safety risk assessment on it to enable us to keep parking it where it is. Anyone any ideas what sort of things they will be looking for?

The gas system first jumps to mind.Maybe the handbrake/parking security?I'm stretching here as it seems daft.Are you able to question on what grounds rather than just accept and respond?

Mostly a risk assessment is to determine whether your unit or business can cause a risk to others in the same place - in your case, other car park users.

As long as the gas and leisure battery are disconnected, there is no chance of water damage and no electricity connected - and that the van is unliely to move (brakes on, legs down) I can't see that they will look for anything else.

You will need to have extra lock or two fitted to doors, hitch and wheel lock IMHO if you're putting it in a public place.

They are looking not to get sued by other car park users as a result of accident or injury to others from your caravan.

You could always phone and ask them!

A risk assessment is all about determining what risks are present and managing those risks to minimise any potential injury to persons or property. They may for example determine that there is a risk of persons being injured by your caravan rolling on its own so stipulate that legs are down and the brakes are on when its stored. They may decide that there is a risk of explosion from gas leaks so insist that the bottles are disconnected and turned off at all times when its parked. Our storage compound insists on the above precautions under their terms and conditions. The only other risk I can think of is toilet fluids / toilet contents etc so they may impose conditions for those.

The Housing Association has a legal obligation to undertake risk assessments to protect both their employees and residents.  Its just an assessment of what, if any, risks the van could present, who could be affected and what, if any, precautions need to be taken to prevent harm.

 

They will do in a formal way exactly what you do when you leave the van.  

 

So the first issue is to identify potential hazards

e.g Bit of wind and the van could suddenly turn and hit someone walking down the side of it and pin them to the wall.

 

Second, who could be harmed

e.g anyone visiting the property

 

Third, evaluate the risk and determine the precaution

e.g Always blows a gale down your particular drive, so always ensure that the corner steadies are down

 

Fourth – record that assessment and specify the action and by whom

e.g. Owner must put corner steadies down

 

e.g. Gas is a hazard so it should be turned off when the van is parked. No smoking around the van

 

Ie.g f you are charging the battery or cooling the fridge down then the cable from your house represents a trip hazard and so action should be taken to prevent trips. Personally I run a cable from the garage, under the garage door and under the caravan so that no one can ever walk across the cable. Simple stuff like that.

 

If the other person who uses the shared drive has some disability, or a potential for the need for ambulance personnel gaining entry to the house and they couldn't with a wheel chair or stretcher because the van was too close to their door, then relocate the van.

 

Just simple stuff really. As I say, all the things that pass through our minds when parking our vans, and which come automatically to us. That process we go through is a risk assessment but it's just not as formal

Thanks very much to all who have replied, ive done what I can, ie brakes on, legs down, wheels chocked and clamped, gas bottle and battery removed, and a flouescent jacket tied around the hitch, just in case they say it might be a trip hazard. Let me know if you think of anything else. I will post again after theyve gone on Tuesday afternoon, to let you know if it can stay or if I need to relocate it.

Where are you storing the gas cylindar? Not inside I hope!!! It's all pretty much like keeping a car in the drive, except that you leave the fuel in the tank overnight!!!!! Hope your assessor understands caravans

I would also recommend chocking the wheels as this is something else you can be seen to do as minimizing risk.

I also suspect they will be concerned about the hygiene risk of having a toilet. You could take the cassette out and highlight that the waste container is not stored with the caravan, or highlight that you always keep some blue toilet chemicals in the cassette to ensure any residual waste is treated at all times.

Ultimately you will be dealing with the HSE, not a caravanner and they probably won't understand what the risks are so will try to invent some.

The HSE do get very worried about gas cylinders and will probably want them removed. Strangely enough, they don't seem to consider the plastic fuel tank on the car next to you to be a hazard. Personally, if there were a fire, I would be far more concerned about a plastic fuel tank that is a couple of mm thick and full of explosive petroleum vapour than I would about a 6mm thick steel calor bottle that was turned off and disconnected which has an expansion area inside (even a "full" gas cylinder is only filled to 80%). If you don't already have one then I would get a Warning LPG sticker on your gas locker as this will assist the fire brigade in locating the cylinders, this sort of thing also pleases the HSE.

I would be surprised if they say it needs to be moved, but equally surprised if they don't come up with a hand full of silly changes they want to be made. I would also have my insurance documents handy when they arrive as they will almost certainly want to see that you have public liability insurance.

It is very unusual for a HA to allow caravan to be parked on their parking lots. they may request to see insurance documents.
Remember that your caravan is always a fire hazard and a toerag breaking into it could get hurt and sue the HA.

So it is. I would have thought the fact they have not said no, but are going to the lengths of a risk assessment is a good sign. It would have been far easier and cheaper for them to simply have said "No" when you asked for permission.

Hi rabbin8, If you do as said to secure van, and there have been no objections to your van being parked in the car park, you should be ok, having said that, I am a little pessimistic about the inspection, 1.How long has van been parked there, 2.Have you ever had inspection before, 3. Did you apply for permission from Housing Association to park caravan in car park. Reason maybe some one has complained about your van taking up car parking space, and they are unable to park their car as a result, I have witnessed this myself a few years back, a caravaner I know had to move his van, the reason given to him, was that drivers using the parking bays did not have a unrestricted view or the road because of the caravan, and it was causing a Safety issue. This may not be in your case, maybe wise to look for alternative storage, in case things don’t go in your favour, sorry to put some doubt  in your mind, but I suspect that thought had already crossed your mind. Hi again, Caravan has been parked on this spot for 5/6 years, Its never been inspected before although the H/A officials have visited on many occasions and nothing was said. We have eight houses and ten parking spaces, so the van sits on my space and my car goes on a spare one if empty. If they are full it goes on the road. Non of the neighbours have ever complaind and the van does not obstruct anyones view. I think some young gun is trying to make a name for his/her self.

More likely they overlooked their legal responsibility....or some new chap pointed out their error. Anyway, risk assessments are not about stopping things taking place, but about how you can make it happen safely
