The Milenco nose weight guage is the only one calibrated to a British Standard. About £25ish

i have the W39 and seems to work ok.BUT when it has gone down to the required weight i found i could change the weight higher and lower by hand,lifting and pushing.

The one you already have should be the most accurate if it is the electronic load cell type as used on truck weighloadas.
The weight will indeed change if you move caravan nose up or down which is why noseweight if using spring gauge or bathroom scales method, should be checked with caravan level on firm level ground.
I have the W39 as well and although it may not be as good as the Milenco it's better than having nothing at all. I also have the NW1 which is the same as you have but I thought this was pretty naff to be honest that's why I replaced it with the W39. I bought mine off Ebay, 1 winning bid at 99p with £4.50 p&p so I got a bargain really. If was going to replace the one I currently have I would only choose the W269 which people on here recommend.
Probably best method is good old wood & bathroom scales. Caravan must be on hard smooth ground & wood must be cut so 'van is level when resting on bathroom scales.
Having said that, if you are pulled for a weight check they will weigh car rear axle on a portable scale not detach caravan. towbar download weight is a intended as a guide to prevent rear axle overload so a couple of kg's either way will make little difference, its fairly obvious you should not carry very heavy load in boot when hitched to caravan.

what i mean is after you lift or push down after the initial reading i can change it then let go and it stops there.ie 92 kgs read and i can make it read 100 by pushing down and it does not return to 92 kgs max for mine as it should,i always make sure the van is level before starting.

We invested in the Milenco calibrated version from towsure and think it is worth the money. It comes with its own storage bag so we keep it in the front locker when we go away so we can check the nose weight when hitching up to come home. Its very compact and easy to set up and use.
This standard was recommended to the BSA by the UK National Measurement Institute following a recommendation from the Measurement and Control Weighing and Force Measurement Panel for weighing instruments. This Panel was established in1990 with a remit to consider and promote standards, codes of practices, and general understanding in all areas of industrial process weighing. The National Measurement Institute is (apparently regarded as) a world-leading centre of excellence in developing and applying the most accurate measurement standards. So it may be said that BS 7961 has some pedigree behind it.
Now bathroom scales (acceptable as indicated above for checking noseweight) will be designed to a BS but not one that is specifically for "measuring the static vertical mass (noseweight) at “the coupling point of a towed vehicle in order to determine its compatibility to the towing vehicle."

But does that mean that the Milenco device has actually been found to be accurate when actually in use or just that the calibration is accurate in a compression test. The complaint generally with spring noseweight weighing devices is that they often are not accurate, so presumably they become inaccurate with age & use?
There is no reason why the bathroom scales method as part of a correctly made home made weighing device should not be just as accurate. The load cell weigher should be more accurate & remain so because it does not rely on spring compression for it's accuracy.
You buy it brand new and it operates in accordance with the BS. Eventually, all equipment becomes faulty due to use and that is why we have e.g our caravan fires/ fridges etc checked every so often. Milenco is no different and the manufacturer recommends that it be recalibrated something like every 1000 uses. You can carry bathroom scales with you everythime you go away, or, for around the £25 mark, a much handier piece of kit to pack. The OP enquired about accurate nose weight guages rather than accurate bathroom scales.
Bathroom scales will do the job, but even they have variations on their accuracy depending upon the kind you buy and their age. There are always good and bad -depends how much you pay. The difference, however, between the milenco type of guage and bathroom scales is that the former has been specifically developed for the job.

As with any homemade device it needs to be made correctly & used correctly. Use a thick piece of wood, 4"x2" at least & of correct length placed centrally on scale & it will be as accurate as any shop bought gauge.
