Could you not buy a standard towball and have a U-bracket welded to it? Then lock this into the hitch, lean the bikes against the A-frame, and fit a 1.5 metre Thatcham rated chain through the U-bolt and the bike frames.

We simply use a nice long cable threaded through a caravan or car wheel spoke and of course the bikes and secured with the short cable lock we carry with the bikes;
http://www.wiggle.co.uk/kryptonite-kryptoflex-7-foot-cable-bike-lock/
This cable can also be looped through its own loop ends which adds to its usefulness.
It is flexible enough to coil up and carry in the rucksack for securing two bikes through each wheel and the frames.

If towing a caravan, if you haven't got a 4 wheel drive with a massive tow ball weight limit, your probably better off putting them on the roof arn't you?

A tip when securing bikes with a cabled bike lock - put the cable as low as possible. Makes it more difficult for potential thiefs who have to bend down. True

Try www.caravanbikestation.co.uk
Not used one but looks a good idea used together with some of the above information.
Good luck

As the item you are thinking of fits into the hitch, it will have to be at the front of the caravan. On some pitches you may not have the length to the put the bikes there.
We use a thatcham approved bike lock that we loop round the arm of a rear steady & then lean the bikes against the corner of the van.

Yes I also cant see the rational behind using a device in the hitch when the van has so many 'free' and more use flexible alternative 'strong points' to fix too.
Feel its a product looking for buyers rather than one that is needed; more weight more clobber?
