No it is not the norm, when a proper charger has done it's job fully charging a battery, it automatically drops back to 'maintenance' charge which keeps the battery at a high state of charge without undue gassing,
This is in the region of 13.5v to 13.8v and what your X70 is permanently set at, it therefore is faulty.
From memory it's a tall square transformer type component in the middle of the pcb doing the buzzing. Sorry I don't know why it's doing it, but as far as I know it will still work if you can put up with the buzzing?!
