I have seen this device on an american youtube video.  It talks of suppressing shocks from the trailer and stopping transmission damage.  I know everything is bigger and heavier there but I have never noticed much of a problem like this.  Perhaps their roads are even bumpier than ours.

the americans have some weird hitch (receiver) setups, I recall even seeing one that had an extra pair of wheels under it, to "prevent the rear of the car sagging excessivly"
towing in excess of your vehicles weight is common too I beleive, but their trailers have independant active brakes, more akin to trucks than our passive brakes
