I think the reason is simple, the dish is pointing at the wrong satellite. As you are enjoying the German TV, its pointing at 19.1 east of south, not 28.2 east of south. So cant get any signal from the correct satellite.
Turn the dish nearly 10 degrees further towards the east.

I set up on a compass bearing of 140 to 145 from north [the magnetic deviation is already taken into account in that value]. Then if there is no signal move it only a few degrees to the south from there.

That is probably correct, going from left to right (east to south), Astra 2, the UK satellite signal, will come up first and your screen will show the numbers 0002 and 07D4 I think it is. Anything other than 0002 then you have the German satellite signal. Take the dish around VERY slowly.

a signal of 70% is good the reason you are not getting the other is your dish is not vertical.make sure you turn your LNB to number 1 setting ie.not two or three..and then as above for the numbers on screen.

No Signal on the Astra 28E

once set up use a compass find death south on it.without moving find compass find 140 / 145 degs east.the satelite is there.an easy way is point 12 oclock on your watch dead south, without turning the satelite is at 5 to 12 oclock.then just tweak until you have just over 50 % on each line and you are there.

Try logging on to www.dishpointer.com

I had the same problem. Input the postcode. align the dish, rotate the LNB if necessary.

The dish needs to be in an almost vertical in position.

Happy viewing.......
