Yes it depends on the current being taken, some reels have two rating posted on them, one for when it is fully unwound, the other for not fully unwound. On many Continental sites the available current is quite low so leaving the cable reeled might in reality not be as dangerous as assumed.

Never had to cut the reel or disassemble the plug to get it through on ours. Okay it took a bit of persuading, but it did go through.
