Having just read the guide listed above, according to part 2, widths and lengths the way it reads i would say nearly all of us are towing illegal as it states the maximum length of trailer allowed to be towed by any vehicle weighing upto 3500Kgs is 7mtrs.
so either i am interperating the regulations wrong or we are illegal.

Actually the important point in this, is the body of the trrailer must not exceed 7mtrs (excluding the drawbar/a-frame). Therefore my Abbey Vogue 600 is fine as the body is below 7mts although the shipping length is 7.95 mtrs
