I cant believe that response!!.
so what if a sheet of ice flies off the top of a lorry, and hits, a pedestrian or a motorcyclist or cyclist, with fatal consequences, this should be classed as an unsecure load, and the driver negligent,
supprised it has'nt happened already, seen the ice thing happen often on the motorway.
but I honestly don't know the answer for the drivers, as it would take all day to clear the roofs

Thats muck away drivers for you... But this was recognised problem in the 70s/80s when we had a spate of cold winters which we now seem to be getting again. The police ordered the docks that I worked from to erect signs ordering drivers to clear ice from the top of their trailers before leaving, ladders & yard brooms were provided. The problem was probably worse then because of the soft roof trailers & roped & sheeted loads which are less common now & that the trailers had been shipped overnight across the north sea on open decked ferries, but the lumps of ice coming off the trailers were massive & caused several accidents locally.
