Is there a name on the pcb? The led's to the top of the faceplace look like they might possibly be indicators for water level in an internal tank although as you say it could be an alarm of some sort.

Couldn't be sure and I'd be interested if you find anything out about this, but I suspect something to do with an alarm at some time.
There appear to be two status LED's on the PCB and given the location of the other end of the ribbon, this could suggest a remote PIR maybe (infra-red detector) that's been removed. The two screw holes are still shown beneath the ribbon cable.
The code on the IC, BCA2v14 might suggest B? Caravan Alarm possibly, plus the software version?
A 'Google' on the IC label doesn't give any results, but that might not be suprising since there's a date of '98 shown.
