When we came here we dropped a note to the neighbours to tell them we would have a van and that it would be on the drivfe for a limited period of time and not be stored here.  One neighbour dropped me anote moaning about caravans and complaining aboutr van owners being gypsies.  Great start to life in a new place.  But I had done my homeworkl So.....i dropped a note back telling him again re the short stay element of the van on the drive and a summary of the law re parking a caravan.  I later on I parked the van in the corner spot outside the house and got a complaint from another neighbour.   Then a neighbour who used to caravan said I could park on her double drive - so I did.  Never heard from him again.  But I made a point of saying hello everytime I saw him. 

Years later he ended up asking for help a few times including in the middle of the night - a few months before he died.   He was most humble in his approach to me. 

Moral - confront but do not be aggressive.  You have every right to own a caravan and to put it on your drive whenever you want to./

Bang it until he does . . .tap ojn his windows . .  he`s being awkward.; find out what he`s about.  If you can`t come to an arrangement, the police may have to be contacted.  Good luck . .
