If it's an occasional creaking noise, then I would expect to hear that because of the friction being generated between the two clamped surfaces. It usually is worse at low speeds or when turning at a junction etc.
Our creaks lessened after both the pads and the towbar had been used for a while and they had rubbed all the roughness and irregularities off each other.
