Search on here, tons asking the same question. Short answer is very hard unless you go to a residential park home. Caravans on touring sites do not have 12 month licences, they are holiday homes, not permanent ones.

Round here there is one residential site, but even they shut for a month or so in the winter. The residents go on a cheapie holiday to Spain during this time.
It's really cold in a static van in the winter, so you would need to watch your heating bills as well. It's probably the reason so many go to Spain - it's cheaper than the fuel bills!
We are selling a Park Home at the moment so I have had to read all the guff about them and the differences between Park Homes and Static Vans.
Static vans are not classed as Residential and therefore cannot be used as such. IE. You cannot use them as a house and they must be vacated for one clear calendar month, as stipulated by the park where they are sited.
Park Homes usually have a much cheaper Ground Rent, sometimes less than half the ground rent of a static van.
Park Homes are usually much better insulated than Static Vans.
Also remember that if you are buying a static van, then the buyer, not the seller, pays a percentage of the cost, over and above the price, to the Park Owner.
If you buy a Park Home, then it is the Seller that pays the Park Owner.
These can add a significant price to the stated cost.
