at the behest of an e-mail I ( and I should imagine every other member of the c&cc) I wrote to local mep regarding this subject, this is an extract from the e-mail I received from her......
My Labour colleague Brian Simpson, who leads on transport issues for Labour MEPs, has been dealing with the current revision to EU rules on MOT tests, where the testing of all trailers below 3.5 tonnes is on the table.
On 2nd July Labour MEPs voted to exclude trailers, including caravans from the MOT testing regime. Regrettably this position was not shared by many in the European Parliament and we did not manage to get a majority to support exempting caravan type trailers above 750kg from the MOT testing regime.
I understand that there were many concerns raised about caravans left in garages or farm fields over winter and then being taken onto the roads in the summer in not the best conditions. While I appreciate that many caravan owners have their vehicles checked, some do not. There were also concerns raised by some MEPs over caravans in not good condition crossing borders and causing road safety hazards in other EU countries. Apparently this is causing road safety problems for some EU countries.
Now that the European Parliament has adopted its official position, the next part of this process is for the European Parliament to begin negotiations with the Council (where the 28 national governments sit). The Council position is to delete all trailers below 3.5 tonnes from the scope of the testing regime. The Council and the European Parliament will have to find a compromise position on this issue. It is difficult to predict the outcome of the negotiations at this stage, but given the Council position there is some hope that Council will water down the provisions regarding caravans.

Please see below extract from an email from MEP representing North East England in response to my email prompted by C&CC club alert to members:-
Thank you for contacting me and raising your concerns on the proposed changes to MOT testing in the UK and the impact this may have on our caravan owners. I have discussed this issue with my colleague xxxxxxxxxxxx MEP who is the Conservative spokesman on Transport & Tourism. The Commission proposal to include caravans for 'Periodic Testing' was published last summer and sent to the Parliament for consideration. This was followed by many months of scrutiny and debate in the Transport Committee. At the same time, Transport Ministers from the Member States also examined the proposal. The proposal was voted upon by the Parliament's Transport & Tourism Committee on 30th May. Unfortunately following the full parliament vote on the 2nd July in Strasbourg, caravans remained in the regulation. Conservative MEPs have spent many months objecting to the inclusion of caravans in this proposed regulation. Such inclusion is pointless and would contribute nothing to improve road safety. It is accepted that our roads are among the safest in Europe. This was also a position taken by the UK Transport Minister and others during their discussions. During this time we have spoken to many sources including the Director General's office at the Caravan Club. We know that caravans are generally well maintained by their owners and used typically in good driving conditions with low annual mileage. Therefore in debates Conservatives MEPs have pushed hard to protect the UK from yet more overly prescriptive, burdensome and unnecessary regulation from the European Commission. With so many caravan owners across the United Kingdom, not least the one million members of the Caravan Club, this industry is worth more than £6 billion a year and contributes greatly to our local and national economies. I believe it is an important part of our leisure and tourism industry which we should be encouraging, not penalising. Following the vote, the report was sent back to the Transport Committee where it will enter discussions with Member States in order to reach a settlement. I estimate the start of these discussions to commence after the summer break. Rest assured that I will be doing all I can, along with my Conservative colleagues, to protect British interests and, in particular, our caravanning friends.
