They appear to want to use a relative's address as a permanent address & the answers are based on that. If they buy a mobile home on a residential park or even a holiday park that has to be vacated for 1 month a year then they have their own permanent UK address so should have no problems.
They have a problem on a holiday park. The address cannot be used as a permanent address and you must give a permanent address as reduced rates are paid as it is only for holiday use.
If you are living in a caravan 11 months of the year on a caravan park, no rates are due as it is not classed as a permanent residence. This also applies to static caravans.
