Are these for use with vapour as normal or for liquid when the bottle has fallen over?
My suspision is that they are to limit "gas" [vapour] flow where the system pipework has failed downstream, not to limit liquid flow that then expands into many times the volume flow rate.

That is my thinking as well. A slug of liquid in the outlet valve can be very dangerous - see Calor Gas website regarding this.
It is the large 19kg and above bottles that are the problem as they are not very stable on uneven ground and are difficult to secure. I do sometimes use a 19kg bottle in the winter but that is securely strapped to the A frame and it stands on a large piece of marine ply which provides a stable flat surface.
